Educational benefits are a system that provides educational activity support fees to elementary, middle, and high school students from households earning less than 50% of the median income. It is one of the basic livelihood security systems under the ‘National Basic Livelihood Security Act’ and is jointly managed by the Ministry of Education and provincial and provincial offices of education.
Starting in 2023, the payment method for educational activity support fees has changed from cash to voucher (pass) form. Accordingly, procedures for voucher payment were added.
What is the content of education benefit support?
Elementary, middle, and high school students can all receive educational activity support fees in the form of vouchers, and high school students can also receive support for textbooks, admission fees, and tuition.*
*Textbook fees, admission fees, and tuition fees are provided to students attending schools excluding free high school education, and the actual expenses incurred are supported.
Who is eligible for education benefit support?
Elementary, middle, and high school students whose income is less than 50% of the median income are eligible for support.
How much is the education benefit voucher support amount?
This year, the educational activity support fee increased by 11%* compared to last year. Annually, elementary school students can receive 461,000 won, middle school students 654,000 won, and high school students 727,000 won.
*Last year, we provided annual support of 415,000 won to elementary school students, 589,000 won to middle school students, and 654,000 won to high school students.
How do I apply for education benefits?
1. Application for education benefits
Apply by visiting the administrative welfare center at your address, or apply online at Welfare Road or the Educational Expenses One Click website. If you have previously received education benefit support, you do not need to apply again.
2. Apply for voucher (pass)
If you have been confirmed as a recipient of education benefits, you must separately apply for a voucher on the Korea Scholarship Foundation website. If you are confirmed as a recipient, the school and the Korea Scholarship Foundation will provide separate guidance on how to apply for a voucher.

The intensive application period for education benefits is from March 4 to March 22, but you can apply throughout the year even after the intensive application period has passed. However, it is recommended that you apply in March, at the beginning of the semester if possible.
