The Ministry of Environment announced that it will implement the early scrapping project for old diesel vehicles, including construction machinery such as forklifts and excavators, this year, which is being promoted to reduce high-concentration fine dust. In particular, it will expand the early scrapping of class 4 diesel vehicles in earnest.
In addition, an online inspection method will be introduced for the first time when checking vehicles subject to early scrapping.
Accordingly, the Ministry of Environment recently finalized the ‘2024 Early Scrap Vehicle Subsidy Processing Guidelines’ and notified local governments nationwide and the Korea Automobile Environment Association regarding new changes in this year’s early scrap vehicle business.
First, we support early scrapping of class 4 diesel vehicles regardless of whether they are equipped with vehicle emission reduction devices such as DPF.
Support for early scrapping of class 4 diesel vehicles was first implemented last year, and preemptive support was provided to vehicles that were not equipped with emission reduction devices and had relatively high pollutant emissions.
Starting this year, along with the expansion of the volume of early scrapping vehicles, the scope of subsidy support will be expanded to include 143,000 grade 4 vehicles with DPF attached to the early scrapping support.
Meanwhile, the amount of support for early scrapping this year has increased to 180,000 vehicles, including 105,000 grade 4 vehicles, 70,000 grade 5 vehicles, and 5,000 construction equipment.
In addition, a new online inspection method will be introduced when inspecting vehicles eligible for the early scrapping subsidy.
This is a method in which a car owner applying for early scrapping registers a video of his or her vehicle in an online system, and the Korea Automobile Environment Association determines whether the vehicle is eligible for early scrapping.
This is expected to make testing more convenient in islands and other areas where existing on-site confirmation tests were not easy.
In addition, in order to stabilize the people’s economy, additional subsidies (up to 1 million won) are provided to subsistence earners (recipients of basic livelihood security, the second-lowest class) and small business owners, and additional subsidies are paid when purchasing a zero-emission vehicle (electric vehicle, hydrogen vehicle) after scrapping the existing vehicle. (500,000 won) will remain the same.
Owners with emissions levels 4 and 5 who wish to receive subsidies for early scrapping of their vehicles can check eligibility and apply for early scrapping on the automobile emissions website.
Meanwhile, due to the early scrapping support project, the number of domestic class 5 vehicles (based on automobile insurance subscription) decreased by 81% over the past four years from 1,482,000 at the end of 2019 to 281,000 as of the end of last year.
The resulting reduction in ultrafine dust amounted to 10,370 tons, equivalent to 22.1% of the annual ultrafine dust emissions in the metropolitan area.
This effect is analyzed as a result of not only the early scrapping support project, but also the policy to restrict the operation of class 5 vehicles that has been promoted since 2020.
In particular, when the scope of early scrapping support was expanded to include Class 4 vehicles starting last year, the Ministry of Environment increased the amount of support from the original 70,000 to 85,000 due to higher-than-expected participation.
As a result of this support for early scrapping, the number of class 4 diesel vehicles is also decreasing at a rapid rate. Last year, the number of class 4 diesel vehicles (based on automobile insurance subscription) in operation across the country decreased from 1,136,000 to 976,000 units (including natural vehicles). It decreased by 14.1% last year.
This is a decrease of more than 3 times compared to the 4.5% decrease in the number of class 4 diesel vehicles in the same period in 2022, which decreased from 1.19 million to 1.136 million units (only natural vehicles exist).
Jeong Seon-hwa, director of air environment policy at the Ministry of Environment, said, “We will continue to expand support for early scrapping of old diesel vehicles, including class 4 diesel vehicles and construction machinery, in addition to class 5 diesel vehicles, to further reduce high-concentration fine dust and further strengthen public health protection.”
