A safety management plan means that the builder, etc. finds risk factors in the construction process before construction begins.
This is to prevent safety accidents during construction work by establishing and inducing safety management plans suitable for construction sites.

● Relevant basis
Establishment basis: Article 62 of the 『Construction Technology Promotion Act』
① Builders and registered housing builders establish a safety management plan for construction works (hereinafter referred to as “safety management plan”), such as safety inspection and safety management organization,
It must be submitted to the owner for approval prior to the start of construction. In this case, the ordering party, other than the ordering authority, shall submit a copy of the safety management plan in advance to the head of the authorization/permission agency for approval.
(2) Upon receiving the safety management plan pursuant to paragraph (1), the project owner or the head of the authorization/permission agency shall review the contents of the safety management plan and notify the constructor and registered housing construction business operator of the result.
③ The ordering authority or the head of the authorization/permission agency shall submit a copy of the safety management plan submitted and approved pursuant to Paragraph 1 and the review result pursuant to Paragraph 2 to the Minister of Land, Infrastructure and Transport.
● Authorization/submission subject, submission period, and subject to application
· Planning subject: Builders and registered house builders
· Ministry of Land, Transport and Maritime Affairs Submitted by: Ordering office and head of authorization/permission agency
· Ministry of Land, Infrastructure and Transport Submission time: within 7 days from the date of notification to the constructor, etc.
『Enforcement Decree of Construction Technology Promotion Act』 Article 98 (Establishment of Safety Management Plan)
(7) The ordering authority or the head of the authorization/permission agency shall submit a copy of the safety management plan and the results of the review under Article 62 (3) of the Act to the Minister of Land, Infrastructure and Transport within seven days from the date of notification to the constructor or registered housing construction business operator pursuant to paragraph (3).
⑨ In accordance with Article 62 (10) of the Act, the ordering agency and the head of the authorization/permission agency requested to take necessary measures, such as a corrective order, shall order the constructor and registered housing construction business operator to revise or supplement the safety management plan and the plan review result, and if the revision or supplementary measures are completed, submit it to the Minister of Land, Infrastructure and Transport within 7 days.
Applicable subject: Construction works for which bidding is announced after July 1, 2019 (approval, permission, and approval standards for private works)
Addendum Article 6 (Applicability to Safety Management Plan Approval, etc.)
The amended provisions of Article 62 shall apply from the beginning of construction works for which bids are announced after this Act enters into force (referring to permits, authorizations, approvals, etc. of construction works in cases where the owner is not the ordering authority).

① Construction work for *type 1 facilities and *type 2 facilities
② Construction work excavating more than 10M underground
③ Construction work that is expected to affect the surroundings due to the use of explosives * Surroundings: Facility within 20m or breeding of livestock within 100m
④ Construction of buildings with 10 or more floors and less than 16 floors
⑤ Remodeling or dismantling of buildings with 10 floors or more
⑥ Vertical extension type remodeling in accordance with Article 2, Subparagraph 25 (c) of the 「Housing Act」
⑦ Construction work using *construction machinery registered in accordance with Article 3 of the 『Construction Machinery Management Act』
* Construction machinery: drilling machine (over 10M in height), driving and dumping machine, tower crane (※ lift car not applicable)
⑧ Construction work using *temporary structures in Article 101-2, Paragraph 1 of the Enforcement Decree of the Health Checkup Act
