It was a so-called temporary special support project for monthly rent for young people. It may have been forgotten now that four months have passed, but the government has steadily completed preparations and began accepting applications from young people for one year from August 22nd. This is something that many young people will appreciate, but they may wonder whether they will actually be able to receive support.
In reality, contrary to their wishes, not all young people can receive support. Those eligible for this youth monthly rent support project must first be young people between the ages of 19 and 34 and must be homeless and living separately from their parents. I understand the frustration of young people who are excluded from support due to age restrictions, but legally, a young person is up to the age of 34.
In addition, even if they live independently from their parents, we cannot support the monthly rent of young people living in expensive houses, so support is only available to young people living in houses with a deposit of 50 million won or less and monthly rent of 600,000 won or less. However, please note that if the monthly rent exceeds 600,000 won, there is an exception clause that provides support if the combined monthly rent converted amount of the monthly rent and deposit is less than 700,000 won.
In particular, since the original purpose of the project was a monthly rent support project for low-income independent youth, there will be some young people who were looking forward to it but cannot receive the support. The income of the young household must be 60% or less of the standard median income, and the income of the original household, including the young person and his or her parents, must be 100% or less of the standard median income. If you are confused, Welfare Road provides a mock calculation to help you decide whether you are eligible for support or not, so it is a good idea to use it.
By doing a mock calculation on Welfare Road, you can refer to whether you are eligible for support in various areas. For example, local governments are currently providing monthly rent support to young people, but if you are receiving subsidies from this project, you will be excluded. If you keep checking, you will come across the most important columns where you write down the income of the young person and the income of the original household. Here, the concept of income assessment is used, and you can see that this does not apply directly to the monthly salary that young people receive.
Of course, all income must be included, including earned income and business income, but 30% is deducted for earned income and business income. This is called the earned and business income deduction, and after making this deduction, you can check whether your income is below 60% of the standard median income. The same goes for original household income. You can easily find out by writing down your income and viewing the simulated calculation results on Welfare Road without having to calculate it separately.
However, one thing to note here is that the income and assets of the young household are eligible for support, but if the income and assets of the original household exceed that of the original household, you must check whether the original household falls under an exception from consideration. As an exception, when looking only at the income and assets of young households, it includes young people who are over 30 years old, married, unmarried parents, or have an income of more than 50% of the standard median income, so their livelihood can be considered different from that of their parents. Here, more than 50% of the standard median income means 972,406 won per month.
If it is determined that you are eligible for support through a mock calculation of the welfare road, young people who wish to apply can use the welfare road or visit the administrative welfare center in the jurisdiction of their address. Welfare is available on both PC and app. Applications have already started on August 22nd, and since it is a limited-time support project, applications are only available for one year. The first time you will receive monthly rent support after receiving your application is scheduled for around November. Even if it is November, if the month of application is August, the payment will be made retroactively from then, so there is no need to worry.
Young people who are confirmed eligible for support after verifying their income and assets will receive cash support for monthly rent of up to 200,000 won per month for up to 12 months. If you are not selected for support, you may file an objection if you have an objection to the disposition of the relevant city, county or district.
Applying for the Youth Rent Support Project is easily done online, so I don’t think most young people will have much trouble.
