On the 29th, Kakao announced a plan to support service failure damage caused by the SK C&C data center fire established by the ‘1015 Damage Support Council’.
As a result of analyzing cases received through Kakao’s official channels and Small Business Association channels from various angles, the consultative body determined that in most cases, it is difficult to find clear causality between failures and individual damage, such as cases where alternative services exist.
In cases where there is significant direct damage, individual support is reviewed through a separate process, but in all other cases, Kakao explained that it has decided to provide blanket support as a matter of social responsibility for the inconvenience caused to users’ lives and business activities.
Accordingly, it was decided to provide damage support separately to domestic general users who use Kakao’s services and business partners whose business was affected by this service failure.
The consultative body agreed to provide a total of three types of emoticons as an apology and Kakao’s promise to provide stable services in the future to general users. Type 1 can be used permanently, but type 2 has a 90-day expiration date.
The emoticon will be available through KakaoTalk starting January 5th.
Two types of coupons (2,000 won and 3,000 won) that can be used at ‘Kakao Makers’, a commerce site that connects small business owners and agricultural and marine product producers, are also distributed.
An additional one-month pass for KakaoTalk’s data management service ‘Talk Drawer Plus’ will also be provided. This will initially be provided to 3 million people and then additional support will be considered in the future.
Because this type of compensation is part of the KakaoTalk service, it is difficult to view it as financial compensation, and Kakao did not estimate the amount of compensation in terms of amount.
In addition, there is an analysis that it was burdensome to leave a precedent for the industry to compensate for usage problems that occurred in free services.
The consultative body was composed of △ Kim Ki-hong, auditor of the Federation of Small Business, Nam-soo Cha, head of the Policy and Public Relations Division, △ Sung-jin Choi, CEO of Korea Startup Forum, △ Ji-yeon Jeong, secretary-general of the Consumer Federation of Korea, △ Nan-seol-heon Choi, professor at Yonsei University, and Ji-hye Song, head of the KakaoTalk division.

Damage to small business owners depends on loss of sales.
For small business owners who have reported damage, support will be paid based on the amount of lost sales.
Reflecting the operating profit rate of small business owners, the presence of alternative services, and Kakao’s market share for the service, 30,000 won will be supported if the sales loss is less than 300,000 won, and 50,000 won if the amount of sales loss is between 300,000 won and 500,000 won or less.
For cases of damage exceeding 500,000 won, we plan to consider additional support through the council review and damage verification process.
A separate customer center is also operated to support this damage.
Separately, a new ‘KakaoTalk Channel Cash Program for Small Business Owners’ will be provided to all small business owners with free cash worth 50,000 won for sending KakaoTalk channel messages.
Additional damage reports for small business owners will also be accepted for two weeks. Additional application schedules and methods will be announced later on the Small Business Association website.
The company said that its major affiliates, including Kakao Games, Kakao Mobility, Kakao Entertainment, and Kakao Pay, have also prepared support measures for partners who have suffered damage due to this disruption.
Hong Eun-taek, CEO of Kakao, said, “This damage support is the beginning of the process of answering the questions society has asked us in the wake of the 1015 disability,” and added, “In the new year, we plan to identify and implement necessary tasks from a mid- to long-term perspective.”
