2024-Milk Voucher-Pilot Project
The Ministry of Agriculture, Food and Rural Affairs is implementing a milk voucher pilot project to support free school milk meals provided to low-income children and adolescents with vouchers.
Like the school milk meal (free) project, this is a project operated by the Ministry of Agriculture, Food and Rural Affairs to maintain and improve health by supplying necessary nutrients to growing students.
Instead of receiving milk from existing schools, this is a pilot project that provides 15,000 won per month to target children through milk vouchers so that they can buy white milk, processed milk, and dairy products when they want to drink them.
If you apply during the 2024 milk voucher application period, you can receive a milk voucher card and use it directly.
Milk Voucher-Support-Eligible
The targets of milk voucher support in 2024 are as follows.
1. Those subject to social consideration in areas selected as milk voucher pilot areas
2. Among children and adolescents born between January 1, 2005 and December 31, 2018, children of recipients of basic livelihood security, second-income earners, single parents, the disabled, and persons of national merit.
3. Even if you are not attending school, you can apply for a voucher if you meet the application criteria.
It cannot be transferred to anyone other than the recipient and his/her family, and if he or she is caught selling it on a second-hand market, the subsidy will be refunded and participation in the business will be excluded.
Milk Voucher-Support-Amount
The milk voucher support amount is 15,000 won per month and is recharged on a monthly basis.
Any unused balance at the end of each month will be forfeited, but if the unused balance is less than 1,000 won, it will be automatically carried over.

Processed milk such as domestic white milk and strawberry milk containing more than 50% of domestic raw milk, yogurt, and cheese

It can be used at Nonghyup Hanaro Mart, CU Convenience Store, GS25, 7-Eleven, Ministop, E-Mart 24, and C-Space located in the recipient’s residence.

It will be piloted in 28 local governments and 455 towns and villages across the country.

Here’s how to apply for a 2024 milk voucher:
Milk Voucher-Application-How to
– March to December 2024, 10 months
– Available from Monday, February 19, 2024 to the end of December 2024. This may vary depending on the local government, so please inquire at the administrative welfare center in your area before visiting.
Apply for issuance by visiting the administrative welfare center in the town/myeon/dong that has jurisdiction over your place of residence according to your resident registration. This is not possible in city, provincial, or county offices.
The applicant or their guardian can apply. Only people with disabilities can apply as a proxy.
Milk Voucher – Required Documents
1. Person – resident registration card or resident registration copy
2. Guardian – Identity card and family relationship certificate (information on applicant must be included)
3. Agent – Identity card, power of attorney, and identity verification documents
4. Supporting documents – certificate of basic livelihood recipient, certificate of second-lowest income class, certificate of disability or registration of disabled people, certificate of single-parent family, certificate of national merit.
