I am a little confused about this standard, but to put it simply, when turning right, regardless of the pedestrian signal, if there is someone crossing the crosswalk or someone trying to cross, you just have to stop. If no one is crossing or intending to cross the crosswalk, the vehicle may proceed slowly even if the pedestrian signal is green.
